La Communion d’\u00c9glises Protestantes en Europe (CEPE) a obtenu le statut participatif d’Organisation Internationale Non Gouvernementale (OING) aupr\u00e8s du Conseil de l’Europe,<\/em> en novembre 2023. Cette d\u00e9cision fait suite \u00e0 une demande d\u00e9pos\u00e9e par la CEPE en f\u00e9vrier 2023. En tant que groupe r\u00e9gional de la CEPE, la Conf\u00e9rence des \u00c9glises riveraines du Rhin (CERR) est charg\u00e9e d\u2018organiser le travail avec et aupr\u00e8s du Conseil de l’Europe en accord avec le Conseil et le secr\u00e9tariat de la CEPE.<\/p>\n

Lors de son Assembl\u00e9e g\u00e9n\u00e9rale de 2001 \u00e0 Belfast, la CEPE, qui s’appelait jusqu’alors Communion eccl\u00e9siale de Leuenberg, s’\u00e9tait fix\u00e9 pour objectif de \u00ab rassembler la voix protestante sur des questions fondamentales et de la faire entendre dans l’opinion publique europ\u00e9enne \u00bb[1]<\/a>. Le Conseil et les Assembl\u00e9es g\u00e9n\u00e9rales ont r\u00e9guli\u00e8rement publi\u00e9 des prises de position sur des th\u00e8mes europ\u00e9ens essentiels, comme le Message de paix de l’Assembl\u00e9e g\u00e9n\u00e9rale de B\u00e2le \u00e0 l’occasion du centenaire de la fin de la Premi\u00e8re Guerre mondiale[2]<\/a> ou le message du Conseil \u00ab Church communion in divisive times \u00bb \u00e0 l’occasion du Brexit[3]<\/a>, ou en 2022 au d\u00e9but de la guerre russe contre l’Ukraine[4]<\/a>. Dans l’ensemble, la CEPE est toutefois largement rest\u00e9e discr\u00e8te et habituellement, ne r\u00e9agit pas publiquement aux d\u00e9veloppements politiques et sociaux.<\/p>\n

Par le pass\u00e9, des collaborateurs des \u00c9glises protestantes travaillaient pour le compte de la CEPE \u00e0 Bruxelles aupr\u00e8s de la Conf\u00e9rence des \u00c9glises europ\u00e9ennes (CEC). Le bureau de Strasbourg, g\u00e9r\u00e9 conjointement par la CERR et la CEC, devait \u00e9galement faire entendre les voix des \u00c9glises dans les d\u00e9bats aupr\u00e8s des institutions europ\u00e9ennes. Le document d’orientation bio\u00e9thique de la CEPE \u00ab Avant de te former dans le ventre de ta m\u00e8re \u00bb[5]<\/a> a m\u00eame \u00e9t\u00e9 pr\u00e9sent\u00e9 au Parlement europ\u00e9en apr\u00e8s sa publication.<\/p>\n

Apr\u00e8s des changements financiers et organisationnels – la CEPE a obtenu le statut d’entit\u00e9 juridique, la CEC a dissous son bureau de Strasbourg – le Conseil de la CEPE a d\u00e9cid\u00e9 en 2022 de s’enregistrer aupr\u00e8s du Conseil de l’Europe. La CEPE fera partie de la Conf\u00e9rence des OING.<\/strong><\/p>\n

In November 2023, the Communion of Protestant Churches in Europe (CPCE) was granted participatory status as an international non-governmental organisation (INGO) by the Council of Europe. This was in response to an application submitted by the CPCE in February 2023. As a regional group of the CPCE, the Conference of Churches on the Rhine (CCR) is to organise its work with and towards the Council of Europe in consultation with the CPCE Council and Head office.<\/p>\n

At its General Assembly in Belfast in 2001, the CPCE, which until then was called the Leuenberg Church Fellowship, resolved to unite the Protestant voice on fundamental issues and make it heard in the European public sphere[1]<\/a>. The Council and the General Assemblies have repeatedly issued statements on key European issues, such as the Basel General Assembly’s word for peace on the occasion of the 100th anniversary of the end of the First World War[2]<\/a> or the Council’s word „Church communion in divisive times“ on the occasion of Brexit[3]<\/a> or in 2022 at the beginning of the Russian war against Ukraine[4]<\/a>. Overall, however, the CPCE has been largely reticent and does not normally react publicly to political and social developments.<\/p>\n

In the past, there have been employees of the Protestant churches who have worked on behalf of the CPCE in Brussels at the Conference of European Churches (CEC). The Strasbourg office, which was run jointly by the CPCE and CEC, was also intended to bring church voices into the debates at the European institutions. The CPCE’s bioethical guideline „Before I formed you in the womb“[5]<\/a> was even presented to the European Parliament after its publication.<\/p>\n

Following financial and organisational changes – the CPCE had acquired the status of a legal entity, the CEC dissolved its Strasbourg office – the CPCE Council decided to register with the Council of Europe in 2022. The CPCE will become part of the Conference of INGOs.<\/p>\n

Die Gemeinschaft Evangelischer Kirchen in Europa (GEKE) hat im November 2023 den partizipatorischen Status als internationale Nichtregierungsorganisation (INGO) beim Europarat bekommen. Damit wurde einem Antrag stattgegeben, den die GEKE im Februar 2023 eingereicht hatte. Als Regionalgruppe der GEKE soll die Konferenz der Kirchen am Rhein (KKR) die Arbeit mit und gegen\u00fcber dem Europarat in Absprachen mit Rat und Gesch\u00e4ftsstelle der GEKE organisieren.<\/p>\n

Bei ihrer Vollversammlung im Jahr 2001 in Belfast hat sich die GEKE, die bis zu diesem Zeitpunkt Leuenberger Kirchengemeinschaft hie\u00df, vorgenommen \u201ein grundlegenden Fragen die protestantische Stimme zu b\u00fcndeln und sie in der europ\u00e4ischen \u00d6ffentlichkeit zur Sprache und zu Geh\u00f6r zu bringen\u201c[1]<\/a>. Der Rat und die Vollversammlungen haben immer wieder Stellungnahmen zu wesentlichen europ\u00e4ischen Themen herausgegeben, etwa das Friedenswort der Vollversammlung von Basel anl\u00e4sslich von 100 Jahren Ende des 1. Weltkriegs[2]<\/a> oder das Wort des Rates \u201eChurch communion in divisive times\u201c anl\u00e4sslich des Brexit[3]<\/a> oder 2022 zu Beginn des russischen Krieges gegen die Ukraine[4]<\/a>. Insgesamt war die GEKE jedoch weitgehend zur\u00fcckhaltend und reagiert normalerweise nicht \u00f6ffentlich auf politische und gesellschaftliche Entwicklungen.<\/p>\n

Es gab in der Vergangenheit Mitarbeiter der evangelischen Kirchen, die im Auftrag der GEKE in Br\u00fcssel bei der Konferenz Europ\u00e4ischer Kirchen (KEK) t\u00e4tig waren. Auch das Stra\u00dfburger B\u00fcro, das von der KKR und der KEK gemeinsam betrieben wurde, sollte kirchliche Stimmen in die Debatten bei den Europ\u00e4ischen Institutionen einbringen. Die bioethische Orientierungshilfe der GEKE \u201eBevor ich Dich im Mutterleib gebildet habe\u201c[5]<\/a> wurde nach Ihrer Ver\u00f6ffentlichung sogar beim Europ\u00e4ischen Parlament pr\u00e4sentiert.<\/p>\n
